Between 1978 and 1988, Sauli Niinisto had his own law business in Salo before joining national politics, serving on the municipal council of Salo from 1977 to 1992 and being elected to the Finnish Parliament from the constituency of Finland Proper in 1987.
In 1994, he was elected party chairman of the NCP, and in 1995, he was appointed Justice Minister in Prime Minister Paavo Lipponen’s first administration. In 1996, he was appointed Finance Minister, and under social democrat Lipponen, he served as Deputy Prime Minister.
