Westin, the son of an AC Spark Plug tool and die maker grew up in Flint, Michigan. After completing night classes to get his undergraduate degree, his father accepted a managerial role at Ford’s plastics facility in Saline, Michigan. Westin attended Pioneer High School in Ann Arbour, Michigan, after the Westin family relocated there, and he graduated in 1970.

He also graduated from the University of Michigan with a BA degree with honors and distinction and the University of Michigan Law School in 1977 with a JD degree (summa cum laude). Following graduation, he worked as a law clerk for J. Edward Lumbard of the US Court of Appeals for the Second Circuit. From 1978 to 1979, he was the law clerk for Lewis F. Powell of the US Supreme Court.
